Though this ultimate goal seems improbable, Harvey has been making notable strides, especially as he returns to his lawyer roots by representing criminals in the underground court known as the White Church.
Additionally, Harvey has successfully locked away his ‘bad half,’ separating himself from the criminal and violent impulses of Two-Face. However, a recent revelation about the Shadow’s Hand has thrown Harvey’s carefully laid plans into chaos.

In Two-Face #3, Harvey takes on the case of investigating the disappearance of the Ventriloquist’s puppet/alter-ego, Scarface. The kidnapping has sent the Ventriloquist into a downward spiral, and to maintain peace within Gotham’s criminal underworld, Harvey takes it upon himself to find the puppet. However, his investigation leads to a confrontation with Matchmaker, who Harvey deduces is tied to the Shadow’s Hand, a mysterious organization causing unrest among Gotham’s criminals. While the Shadow’s Hand’s involvement in Scarface’s kidnapping is significant, it isn’t the ultimate twist of the issue.
During the confrontation with Matchmaker, Harvey demands to know the Shadow’s Hand’s goals and the identity of its leader. Matchmaker reveals that their aim is chaos—undermining Harvey’s efforts with the White Church and turning Gotham’s criminals against each other to weaken the underworld. This will pave the way for the return of the Shadow’s Hand’s leader, who plans to take control of Gotham. When Harvey asks who the leader is, Matchmaker shocks him with the revelation that it’s none other than Harvey himself. This revelation hits hard, exposing that despite locking away his ‘bad half,’ his other persoanlity has been quietly working against him all along.

Although Harvey wasn’t initially aware that he was leading a secret criminal society, this revelation marks a major twist and a significant upgrade for his character. While Two-Face has always been one of Gotham’s most notorious crime bosses, “Bad Harvey” is now taking his villainy to the next level by heading an organization working from the shadows with the ultimate goal of ruling Gotham. This is eerily similar to the Court of Owls, who secretly controlled Gotham for decades. With Bad Harvey’s rise to power, Batman may soon have to confront a new, dangerous version of the Court of Owls—Two-Face’s Shadow’s Hand.
