One of the most dangerous villains in the entire world has just taken control of the entire Gotham City Police Department – and they’re already gunning for the Dark Knight.

After chasing down any leads he can as to the murder of former mayor Christopher Nakano, the titular hero of Batman #155 returns to the cell where Jim Gordon is being held to reevaluate the situation. Unfortunately for the Dark Knight, he doesn’t have any real friends to speak of left within the GCPD, making such an ordinary meeting a genuine concern for the first in a very long time. Worse still, now that it is under the watch of the new commissioner, Vandal Savage, the GCPD is officially on the lookout for Batman, and now they know just where to find him.

Vandal Savage is one of DC’s oldest villains, both in-universe and in terms of his publication history, with the character’s first appearance taking place in the the opening story from 1943’s Green Lantern #10 by Alfred Bester and Martin Nodell’s – “The Man Who Wanted the World.” The product of prehistory, Vandal Savage was born into a clan of Neanderthals who just so happened to witness a meteor crash down on Earth. Upon investigating the phenomenon, Vandal took hold of the glowing, alien rock, which enhanced both his mind and body while imbuing him with effective immortality.

In the years since, Vandal Savage has been at the heart of numerous storylines, occasionally as part of teams such as the Secret Society of Super-Villains. Although Vandal Savage has tended to go up against the likes of the Green Lantern in his endeavors, nearly every member of DC’s superhero community has some sort of history with the villain. When Jim Gordon retired from his position as Gotham City Police Commissioner, Vandal Savage jumped at the chance to claim a position of power within such a key location.

Unsurprisingly, the situation isn’t nearly that simple, with Batman having already uncovered clues that point towards Gordon not being in control of himself during Nakano’s murder.
