Famously known for nearly destroying the entire multiverse, an iconic yet underrated Justice League supervillain makes an official return to DC Comics, this time setting his sights on the Titans. However, he is merely a pawn in another villain’s master plan, and together, they stand a chance of not only defeating the Titans but also dismantling DC’s newly reformed Justice League.
There’s no doubt that if this Justice League supervillain successfully manipulates Raven’s emotions, the Titans will be facing a catastrophe.
John Layman, Serg Acuña, Matt Herms, and Wes Abbott’s Titans #19 delivers intense action as the Titans clash with Justice League member Killer Frost. Once a villain, Frost had reformed and earned a spot in the Justice League when all of Earth’s heroes were invited to join.
However, as the issue unfolds, she becomes increasingly paranoid, believing others are mocking and distrusting of her, fueling her self-perceived narrative that she doesn’t belong. This drives her into a downward spiral until she reclaims her role as a villain. It’s soon revealed, however, that her relapse was orchestrated by the supervillain Psycho-Pirate.

Psycho-Pirate, known for his emotional manipulation powers, first appeared in All-Star Comics #23 (1944), created by Gardner Fox, Joe Gallagher, and others. Despite his long and rich history in comics, he remains far from a household name, lacking the fame and recognition of A-list villains like Darkseid, Lex Luthor, and the Joker. However, Psycho-Pirate played a major role in one of the DCU’s most infamous events—Crisis on Infinite Earths. In this pivotal storyline, he served as an instrumental pawn in the Anti-Monitor’s plan to destroy the multiverse.
In Crisis on Infinite Earths, Psycho-Pirate was recruited by the Anti-Monitor early in the story and used his ability to manipulate emotions to sow discord and chaos among the heroes battling against the Anti-Monitor’s Earth-destroying efforts. His power to generate discontent was an invaluable asset, furthering the Anti-Monitor’s plans and leading to the destruction of multiple Earths. Psycho-Pirate’s role in the crisis resulted in devastating consequences, including countless deaths of both civilians and heroes. Now, with Psycho-Pirate entering the Titans’ narrative, the stakes are higher than ever, given the catastrophic damage he was able to inflict during Crisis on Infinite Earths.

As in Crisis on Infinite Earths, Psycho-Pirate is once again using his powers to sow chaos among DC’s premier heroes. While Killer Frost’s sudden snap and return to villainy initially seems mysterious, the end of the issue reveals that her change in character and morality is directly tied to his interference. During a call with Deathstroke—who recently recruited him for his new supervillain team—Psycho-Pirate admits to how he so effectively targeted the emotionally unstable Killer Frost. Exploiting her feelings of isolation and insecurity, he amplified her paranoia, aggression, and self-doubt to the breaking point.
Psycho-Pirate’s manipulation mirrors his actions in Crisis on Infinite Earths, where he similarly destabilized heroes like Supergirl. The results are just as devastating, as Frost’s outburst creates tension within the Justice League, of which she is a member, as well as among the Titans. This breakdown in team cohesion appears to align perfectly with Deathstroke’s broader goals. Earlier in the series, it was revealed that Deathstroke intends to dismantle both the Titans and the Justice League.
